Motion to approve 'as presented to the board with staff recommendation and conditions' (10924.9 s); no second heard, though the chair said 'We have a motion and a second' (3:02:13); mover not named. Roll call from 'Acting Vice Chair Gungadin' (10937.1 s; recorded as Gangadin): Gangadin, Stamato, Kaplan, Patel, Langston each 'Aye' (10938.6-10945.4 s, p 0.96-1.00). Wick not called: the chair asked 'Commissioner Wick, you have to recuse yourself on this?' and Wick answered 'Yeah, I have to recuse myself.' (2:53:23-2:53:39); the chair said 'I believe we have a conflict'. Announced 'Five in favor, one abstaining' (10947.1 s), corrected to 'One recusal' (10950.6 s, speaker not named) and repeated by the clerk (10952.1 s). RESO P2025-0233 (EnerGov, date of hearing March 24, 2026, memorialized April 28, 2026) prints VOTE 5-0 with Yes for Langston, Gangadin, Stamato, Patel and Kaplan and a row 'Elizabeth Wick, Commissioner (recused)' with no mark, which tools/resolutions.py left unmatched; held as heard, unconfirmed, until that row is confirmed (see needs_checking). Published as heard on Adam Hanford's Review Desk decision of 2026-10-22 (card planning-2026-03-24__16).

Planning Board, April 28, 2026

Item 23.1 · memorialization · Memorialized · 3:48:26
4-0 4 ayes, 0 nays, roll call at 3:51:47
Consent roll call with items 23.1 to 23.9. Roll call from 'Commissioner Wick?' (3:51:47, word timing 13907.5 s): Wick 'Aye' (p 0.99); Little asked what was being voted on, said they were not at the last meeting and 'we'll recuse' (3:52:15); 'so two recusals' (3:52:17); Kaplan 'Aye' (p 0.67), Patel 'Aye' (p 0.65), Gangadin 'Aye' (p 0.98, 3:52:29); Langston called (3:52:30), no answer heard; Barnaby never called. The window re-transcription 13900-13965 hears Wick, Kaplan (p 1.00) and Patel (p 0.99) 'Aye', an unnamed 'Same with me.' after Little's recusal (3:52:17), and no answer from Gangadin or Langston: the two passes differ on Gangadin. Announced 'five in favor, two recusing, motion carries, the resolutions are memorialized' (3:52:32). The count leaves one aye and one recusal for two members not heard (Langston, Barnaby), which can be split two ways, so it fills nothing. Stamato had left the building (0:49:49). Read as 'B2025-0233'; hearing 2026-03-24 (planning-2026-03-24, item 16), where Gangadin, Wick, Kaplan, Patel and Langston were present. RESO P2025-0233 on EnerGov (https://jerseycitynj-energovpub.tylerhost.net/apps/selfservice#/plan/02ea7d10-b428-4ee1-9e28-60179fb67354?tab=attachments) prints hearing March 24, 2026 and memorialization 'April __28, 2026', and lists Wick as recused at the hearing (needs_checking). Rests on the full pass. Barnaby's recusal and Langston's answer are recorded on Adam Hanford's listening of 2026-10-20. Wick, who recused at the hearing, is not-voting.
